The Institute de Recherche pour le Développement (IRD) is a French science and technology research institute under the joint authority of the French ministries in charge of research and overseas development. With approximately 900 researchers the IRD is one of the main French public research institutes. It is dedicated to scientific research in and for the developing world in the natural and social sciences. The IRD has three main missions: research, consultancy and training. 

The research unit participating in EULAKS, called Knowledge and Development (UR 105 - Savoirs et développement), is focused on science studies and policy analysis. The unit has recently been involved in the evaluation of scientific and technological capabilities in African countries, and more recently, co-ordinated a EU funded Specific Support Action (SSA) that carried out an evaluation of scientific and technological capabilities in the South Mediterranean countries (ESTIME). Among the strong competencies of the unit is the surveying of scientific research by quantitative tools and qualitative analysis. The IRD has extensive experience in multi-disciplinary socio-economic research on different Latin American and Caribbean countries.
